He has 20 years of experience delivering enterprise software solutions for Fortune 500 organizations, with a focus on digital transformation, mobility, analytics, business process management, cloud and CRM. Don has led enterprise software implementations and provided technology and architecture consulting to senior business and technology executives from Fortune 500 organizations, including American Express, Citibank, JP Morgan Chase, and BP. Don holds a BS in Physics and Philosophy from Boston College.

Mason McDaniel

Mason McDaniel

Chief Technology Officer, Bureau of Alcohol, Tobacco, Firearms and Explosives

Mason McDaniel serves as Chief Technology Officer for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). In that role, Mr. McDaniel is leading ATF’s IT modernization and migration of all systems into Cloud-hosted infrastructure. He also serves as Chairman of the Board of Directors for CEDR Digital Corps, a non-profit corporation that provides crowdsourced emergency and disaster response services to victims of natural disasters.

Mr. McDaniel started his career working at the FBI’s Engineering Research Facility, where he designed and deployed electronic surveillance systems supporting criminal and counterintelligence investigations. He also designed and built investigative analysis tools to help mine through large volumes of raw investigative data. That work led to a transfer to FBI headquarters, where Mr. McDaniel served as Chief Architect of multiple intelligence analysis systems, as FBI Enterprise Data Architect, and as Senior Advisor to the Chief Technology Officer (CTO).

After 12 years, Mr. McDaniel left the FBI for the private sector and served as Director of two Intelligence IT business units, and then managed a 100-person team building a private Cloud within the Department of Homeland Security. In November of 2015, Mr. McDaniel returned to government service in his current role as ATF's CTO.

Mr. McDaniel has a Bachelor’s degree in Electrical Engineering and Master’s degree in Computer Science, with a focus in information security. He has two children, a 13-year-old son and an 8-year-old daughter, and when he has time enjoys wood carving and drawing portraits.

Alden Fry (A.J.) is a Supervisory Special Agent for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), which is part of the U.S. Department of Justice (DOJ). He is a 30-year law enforcement veteran, having spent 27 years with ATF. A.J. leads a business-driven modernization effort at ATF using the Pega platform and Agile principles to replace legacy case management systems. He also serves as the co-chair for the DOJ Pega Community of Interest.

Chadwick S. Pfoutz is the Deputy Division Chief, Enterprise Business Systems Division, Research and Collaboration Computing Directorate, Air Force Research Laboratory, Wright-Patterson AFB, Ohio. He leads the division in modernizing and sustaining capabilities for the $13 million enterprise business system which supports more than 12,000 users across the laboratory’s 9 geographic locations. Mr. Pfoutz is working to modernize the enterprise business system to leverage advances in technology and increase value to laboratory’s scientists, engineers, management and leadership.

Prior to his current position, Mr. Pfoutz served as the Technical Advisor for the Enterprise Business Systems Division. He led the division on all technical matters relating to the development, sustainment, and modernization of capabilities. Prior to his role as Technical Advisor, Mr. Pfoutz was the lead for Business Intelligence and Collaboration Capabilities for the Enterprise Business Systems Division. He led large cross-functional teams to develop and maintain solutions to support functional business processes across the laboratory. Prior to joining AFRL, Mr. Pfoutz was the Lead Engineer for the Automatic Identification Technology Branch, Logistics Systems Division, Air Force Materiel Command, Wright Patterson AFB, OH. He shaped the development of the Enterprise Data Collection Layer which provided automatic identification technology capabilities as a service to logistics systems of record. He also led the development and deployment of automatic identification technology capabilities to include radio frequency identification and item unique identification across the logistics enterprise.

Before entering public service, Mr. Pfoutz was a technology and management consultant for Booz Allen Hamilton, a leading consulting firm for the federal government. Prior to entering into the consulting industry, Mr. Pfoutz was a software engineer for NCR Corporation.

Ian McCulloh is the chief data scientist for Accenture Federal Services. His current work focuses on the application of artificial intelligence to improve democracy and government services. He also maintains adjunct faculty appointments at Johns Hopkins University in the Bloomberg School of Public health and the Whiting School of Engineering. His most recent academic papers have been focused on the neuroscience of persuasion and implementation of artificial intelligence programs. He is the author of “Social Network Analysis with Applications” (Wiley: 2013), “Networks Over Time” (Oxford: forthcoming) and has published 53 peer-reviewed papers, primarily in the area of social network analysis. He also works with various medical practitioners in the Baltimore area to improve the effectiveness of public health campaigns. He retired as a Lieutenant Colonel from the US Army after 20 years of service in special operations and improvised explosive device forensics. He founded the West Point Network Science Center and created the Army’s Advanced Network Analysis and Targeting (ANAT) program. In his most recent military assignments as a strategist, he led interdisciplinary teams of Ph.D. scientists at Special Operations Command Central (SOCCENT) and Central Command (CENTCOM) to conduct social science research in 15 countries across the Middle East and Central Asia to included denied areas, which he used to inform data-driven strategy for countering extremism and irregular warfare, as well as empirically assess the effectiveness of military operations. He holds a Ph.D. and M.S. from Carnegie Mellon University’s School of Computer Science, an M.S. in Industrial Engineering, and M.S. in Applied Statistics from the Florida State University, and a B.S. in Industrial Engineering from the University of Washington. He is married with four children and a granddaughter.

The Centers for Medicare & Medicaid Services reviews tens of thousands of medical records to measure the accuracy of Medicare Advantage payments. This review process is initiated with a rigorous and time-consuming manual intake process. This presentation will highlight how CMS developed an automated solution harnessing emerging technologies such as Robotic Process Automation, Optical Character Recognition, Machine Learning, and Natural Language Processing to transform the intake and review process.
