The US Bureau of Labor Statistics projects that the developer shortage will grow to 1.2 million by 2026. Low-code tools are essential to bridging this gap, by improving developer productivity while also democratizing development so that more people can participate in software development efforts: citizen developers.

Citizen development is essential to meeting the software demands of today’s enterprise. But what is citizen development exactly? How are organizations to fulfill its promise without the peril of shadow IT? And how should they think about maturing their operating models?

In this presentation, we will describe a vision for how organizations can scale low-code development by leveraging citizen developers in squads, as members of fusion teams, and as SMEs on highly complex and critical IT projects. Sharing research, industry best practices, and the experience of actual Pega clients, this presentation will describe what an innovation factory looks like in practice, discuss the role of citizen developers in squads and fusion teams, and propose a path to maturity that allows organizations to start today in order to see incredible results tomorrow.
